My Rwandan Stories: Trust and the Rule of Law
Today’s story is about covid-19 international protocols and the lesson of the story is simply that when citizens trust the government they will be happily obey the rules of the government, but when they can not they will use every possible means to bypass these laws so they won’t be cheated. (I decided to start this way in case you decide not to read the whole article lol).
As I get set to depart for Rwanda, I had to put a few things in, place including getting a covid-19 PCR negative test result amongst other things. I wasn’t to planning to Japa, so I am already back in 9ja.
So I gladly took the cov,id-19 test, and the negative result was sent to me via email and with it, I completed the welcome to Rwanda form. On the welcome to Rwanda website, I saw very helpful information which turned out to be true on arrival in Kigali. Kigali is a unique city, but I will leave that for another day.
On arrival in Kigali, I went through the immigration, and right behind them is another set of people who will check your test certificate. Once you are cleared you will be asked to make payment in dollars or Rwandan francs for another test. Once payment is done someone will usher you into the booth where the sample will be taken and then you are free to go.
I got a text message later on with a code to access my test result which of course is negative.
Don’t forget my story today is about covid-19, so because I have to go back to Nigeria (and I have to because I left my beautiful family in Sokoto; a gorgeous wife and two wonderful kids). I went to a test center and with the code that was sent days back, they traced my records and I was ready for another test that I can use to go home.
Fast forward to final preparations to leave for Nigeria, I also needed to fill another form and make payment online, unlike the Rwandan website where I have an option of paying cash, the Nigerian website gave no such option and because I wasn’t sure I will be tested, I became hesitant to make payment.
On getting to Nigeria, they made us follow a long queue and what I discovered shocked me; the only people that registered where non-Nigerians, but for the rest of us that didn’t register or have incomplete registration like me, were all Nigerians. As I thought about it I realized that we all did not trust that we will be tested after payment because we will have to go to the laboratory by ourselves and we are not sure that will happen.
In Rwanda they take your sample right from the airport because for them that’s the most important thing, but in Nigeria, you just make payment because for us that is the most important aspect.
I want to obey the laws governing my country, but does the system guarantee that there will be justice and equity? When the system cannot be trusted, the citizens will always look for ways to go around it so they wont be cheated.
